I would call it “Débutante”

We were stationed in Wiesbaden, Germany back in the ’60’s. We’d taken a trip to Battenberg, where we watched very old skilled hands make Battenberg lace. The military held débutante balls for military dependant daughters who were high school seniors. My mother made my débutante dress from Battenberg lace that looked very much like this. And yes, I still have the dress. :-)

Since it is a form of guipure lace, I’d call it “Guipure Lace.” (Pronounced “GI-pure” with a hard “g”.)
According to Wikipedia: “Guipure lace is a type of bobbin lace. It connects the motifs with bars or plaits rather than net or mesh.”
